Deputy Director-General of GTEC, then Acting Director-General; subsequently appointed Director-General (effective 3 October 2023).

Current Role & Key Focus
As Director-General of GTEC, Prof. Jinapor is leading a major crackdown on the misuse of academic titles (Doctor, Professor) in Ghana’s tertiary education sector, emphasising the need for titles to reflect earned academic credentials.
Under his leadership, GTEC has taken steps such as issuing directives to individuals to stop using unearned academic titles, and shutting down unaccredited distance-learning centres (149 centres flagged 9 Sept 2025) to protect the integrity of tertiary education.
He has publicly stated that the initiative is non-partisan and aimed simply at preserving Ghana’s academic credibility.
